Why is a strategy I submitted graded C?

My strategy's backtest looks good, but its grade is C.

A submitted strategy's evidence starts on the day it is submitted, whatever its source says. It is graded C until three years have passed, whatever its backtest shows: a backtest made after the fact is not evidence that the rule works on prices it has not seen.
